Have you tried spanking his ass? Maybe grounding him from the things he enjoys for a time, as punishment for his behavior. Hey, here's an idea, take something from him every time he's caught stealing. Maybe he'll realize the value of things if he knows he's lost it for good.

What you describe is relatively normal behavior for a teen, you've just let him get away with it for years. Stop letting him get away with it, and show him that there are consequences for his behavior.

If your son is 14, then he is old enough to decide whether he wants to steal or do homework or not. You have not said that your son is in pain, therefore he obviously does not need any "help" unless he has asked for it.

Why not spell work, therapy and adjusting his meds?

The spell work give Mom something to DO and can increase the positive energies in the home. The therapy can give the son a place to vent (be diligent and find a therapist he will talk to. At 14, he won't talk for a while. Is there a family friend or uncle he respects?) A lot of changes happen at 14, the meds might need to catch up.

Consistency isn't easy, but it can be very rewarding. I wish you the best - whichever path you choose.
